Bug Description

Please, add xdebug package and make pecl available (as far as I remember in PHP5 it was inside php5-dev package, but php7.0-dev doesn't have it).
Sorry for mixing 2 things in one bug report.

chhttps://bugs.launchpad.net/ubuntu/+source/php-xdebug/+bug/1543867 includes a necessary fix. We'll ensure the final 2.4.0 build is in 16.04.

php-pear is a new separate source package and will be packaged separately (it's in proposed depwait right now): https://bugs.launchpad.net/ubuntu/+bug/1543324.
