Bug Description
Now that support for a multi-hypervisor environment has been verified by QA using KVM/QEMU + Neutron with GRE/VXLAN and vCenter + the Neutron ML2 DVS plugin, we can remove nova-network.
Nova-network must be removed as a selection from all interfaces (UI, CLI, API) for new environments (8.0/Liberty and later) but maintain the ability to manage existing environments using nova-network.
Nova-network must be removed from 8.0 documentation - docs supporting multi-HV use case should now reference the new configuration.
Nova-network specific tests should be removed, where possible.

From nailgun and UI point of view: We should disable creation of new environments with nova-network. We should keep supporting nova-network in pre-deployed 7.0 and eariler environments.
