Bug Description
Version: Fuel 8.0.
Nova-Network is deprecated finally for 8.0 release. The ability to create and deploy Nova-Network enabled environments (for 8.0 environments) should be disabled in API, UI, CLI. Fuel should provide support for environments of older versions which use Nova-Network though.
