Add json pagination to watchlist block

The watchlist block has no pagination on it - this means if you are watching quite a number of pages, as administrators often do, and want to see all that are on the watchlist it means you need to set the max diplay on the block up high, which then causes lots of data to be accessed at one time.

It would be better to slim this down with pagination to improve the user experience and also allow for faster loading of the block

Pages added to watch list do not paginate.

I created over 10 pages and created a user as a watcher but when the watched section came up only 10 showed up and there is no indication of there being a pagination. Please see the attached screen shots.
