Bug Description

While working on https://review.openstack.org/214765 it was discovered that several models differ from the schema defined by the alembic migrations. This needs to be fixed for the models-migrations sync test to work.

    Bring DB models and migrations in sync

    This will allow the models-migrations sync test to be added,
    which willl prevent them going out of sync in the future.
