Need to always permit or prohibit renaming of "Default" node network group

1. Create new environment by default
2. Add 1 controller and 1 compute
3. Open "Networks" tab
4. Click "Add New Node Network Group" button
5. Enter "test" name and click "Add Group" button
6. Click on 'default' node network group
7. Click "Pencil" icon, rename to "default_2", and click 'Enter" to save it
8. Click on 'test' node network group
9. Click "Cross" icon to delete this node network group

Actual result: User have only one node network group with name "default_2" and user cannot rename it again. Also for user it is absolutely unclear that he should add other new node network group to be able to rename 'default_2' group.

Expected result:
There are 2 variants:
1) allow the user to always rename 'default' node network group irrespective of the presence of other groups
2) prohibit to rename 'default' node network group
