Bug Description

SRU Justification (for 15.10/Wily):

Impact: The dpdk-dev package was intended to provide the current upstream build environment. Unfortunately the makefile template in /usr/share/dpdk/mk were accidentally not included in the package.

Fix: Add a debian/dpdk-dev.install which takes care of the copy.

Testcase:
 - Install build-essential, dpdk-dev, libdpdk-dev, and dpdk-doc
 - cp -r /usr/share/doc/dpdk/examples/l2fwd .
- cd l2fwd
- RTE_SDK=/usr/share/dpdk RTE_TARGET=x86_64-default-linuxapp-gcc make
Build should complete without errors.

    Replace use of DejaVuSansMono by courier and drop dependency on the
    texlive-fonts-extra package (which is in universe).
  * d/watch added to allow use of uscan to check for upstream releases.
  * d/dpdk-init: fix error if bash variables could not be resolved that
    appeared as "[: -gt: unexpected operator" (had no functional impact)
  * d/dpdk-init:
    Replace use of head and cut (in /usr/bin) commands with sed (in /bin)
    while also adding /usr/bin to the PATH used on direct /etc/init.d/dpdk
    invocation. The PATH is only updated to be on the safe side, there
    should be no other commands from /usr/bin used (LP: #1516543).
  * d/t/test-mountpoint: add dep8 test to cover the issue of LP #1517075.
  * d/dpdk-dev.install: Copy the SDK makefiles into place (LP: #1517075).

SRU Justification (this and bug #1516543 where LP does not allow to add a Wily task):

Impact: Packaging misses an install line which causes the upstream build environment (which dpdk-dev intends to provide) to fail. The other bug causes hugetlbfs to be mounted twice if the systemV compat init script is called manually.

Fix: Add the required packaging to pick up the upstream makefiles and clean up the paths required in the init script (as well as the set paths to be on the safe side).

Testcase:
- Call "/etc/init.d/dpdk start" manually and check for duplicate mounts of /dev/hugepages.
- Check whether dpdk-dev installs /usr/share/dpdk/mk.

Accepted dpdk into wily-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/dpdk/2.0.0-0ubuntu1.1 in a few hours, and then in the -proposed repository.

I still expected smb to do this, so I missed that - sorry.
Verifying:
1. verified the issue before proposed
2. updated to proposed
3. I see the mk missing issues gone:
e.g. those appear no more:
Makefile:39: /usr/share/dpdk/mk/rte.vars.mk: No such file or directory
Makefile:50: /usr/share/dpdk/mk/rte.extapp.mk: No such file or directory

It has to be noted that the steps-to-reproduce have other issues to build the l2fwd as-is, but the issue addressed with this bug is indeed fixed.
