OSTF test_snapshot test failed due to can't create snapshot for instance

Scenario:
1. Create cluster
2. Add 1 node with controller and ceph OSD roles
3. Add 2 node with compute and ceph OSD roles
4. Deploy the cluster
5. Check ceph status
6. Run OSTF

Actual:
Failed 1 OSTF tests; should fail 0 tests. Names of failed tests:
  - Launch instance, create snapshot, launch instance from snapshot (failure) Failed to get to expected status. In error state. Please refer to OpenStack logs for more details.

here is fix for liberty: https://review.openstack.org/#/c/237801/1
but it's waiting for patch in master https://review.openstack.org/#/c/237799/3

Patch for Liberty fixes the problem. verified on 8.0 build 107.

We will wait upstream patch merge. After that syncing with stable/liberty will fix the problem.
