pull-debian-source fails use of rmadison on wily (devscripts 2.15.8ubuntu1 )

Bug Description

On wily:
$ pull-debian-source hello
pull-debian-source: Error: Unable to retrieve package information from DDE: http://dde.debian.net/dde/q/udd/dist/d:debian/r:sid/p:hello/?t=json (<urlopen error [Errno -2] Name or service not known>)
pull-debian-source: Error: Unable to find hello in Debian suite "sid".

pull-debian-source silently tries to use rmadison, and then falls back to using DDE and failing with the error above. The DDE bug is bug 1453330. Fixing or replacing DDE is fine but this bug is to address the rmadison failure first.

pull-debian-source tries 'rmadison -u debian -s sid -a source hello'.

On trusty:
  $ dpkg-query --show devscripts
  devscripts 2.14.1ubuntu0.1
  $ rmadison -u debian -s sid -a source hello
   hello | 2.10-1 | sid | source

On wily:
  $ dpkg-query --show devscripts
  devscripts 2.15.8ubuntu1
  $ rmadison -u debian -s sid -a source hello
  hello | 2.10-1 | unstable | source

The rmadision usage failure is then because pull-debian-source asks for 'sid' and gets back a result with 'unstable'. It filters that result out as not a match.

The fix is included in ubuntu-dev-tools 0.155 in xenial.

Accepted ubuntu-dev-tools into wily-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/ubuntu-dev-tools/0.155~ubuntu3.1 in a few hours, and then in the -proposed repository.

Tested with python-ubuntutools from wily-proposed and `pull-debian-source` now successfully uses rmadison.
