Package is not properly multi-build safe

Binary package hint: gnome-voice-control

The `make distclean' provided by upstream kills files in EXTRA_DIST which cannot be regenerated with the build-dependencies provided. The diff is also globbered with intltool stuff. I suggest a cleanup in cooperation with upstream.

  * Move Homepage field out of Description in debian/control
  * Move copyright notices to begin on Copyright line to make lintian happy
