USD should export Xcursor.theme to RESOURCE_MANAGER

Bug Description

In order to be able to catch cursor theme changes from compiz without adding any gtk dependency, USD should export these informations to root window RESOURCE_MANAGER atom (as xcursor specs expect¹).
