Ubuntu Mate Welcome can't install any software when OS installed without internet connection

Bug Description

Hello, I usually install Ubuntu without an internet connection. Later on the first boot, I connect to the internet. But the Ubuntu Mate Welcome in Ubuntu 15.10 doesn't refresh the package sources, so it throws a couple of errors about packages not being installable. New users won't know to run an "apt-get update" first, so it would be nice if Ubuntu Mate Welcome could be more intelligent and do that first if necessary.

In ubuntu mate welcome there in the introduction setting there is a way to launch the software updater. Why not for new users if it fails to find packages on install 1, check internet connection then maybe have a dialog to launch software updates to get the package list working which software updater does internally. OR does this same behavior happen with software updater as well?

Thanks for sharing the feedback. It's true, Ubuntu MATE Welcome cannot install software when the computer is not connected to the Internet. It also causes problems later when repositories are improperly being added (and attempts to refresh the source list) due to being offline.

To address this, I've added to ability to detect when the computer is offline (specifically, cannot reach the Ubuntu repository server) and displays a message informing the user to connect to the internet.

I made some commits in my copy of the repository, to be sent as a pull request later.
