local menu appear after stop

After stopping video, the local menu appears in the bottom of window's title bar. It makes a dual menu as the Unity Global menu or integrated menu is available too.

How to reproduce:
1. Open a video by vlc
2. Stop it

This also happens after switching to full screen mode and then switching back.

It's a regression after the update to Wily, as it did not happen in Vivid and earlier releases.

Perhaps unrelated, but VLC also seems to tear in full screen mode and flicker both in windowed and in full screen mode in Wily when using OpenGL GLX output. (Especially when notify-osd pops up, such as with volume changes.) This does not happen with XVideo output. Disabling VA-API makes no difference.

This is also a regression, as it did not happen in Vivid.

I confirm this - stop button and switch fullscreen mode disable global menu on vlc.

I've just installed vlc 3.0.0 and now I have double menu bar all the time. Just right after I start some video from nautilus.
