On Debian, the files have been moved to apt-config-* a while ago, and the update-notifier-common package is long gone there as well.
So this is something that needs to be fixed in Ubuntu, ideally by having update-notifier-common depend on the apt-config-auto-update package.
(Alternatively, one could also patch the pk-update-icon package)

Not so sure about it being "fixed" - I just encountered it when attempting to (perhaps mistakenly) install apt-config-auto-update on 16.04 LTS.

A fresh ubuntu install with just update-notifier-common installed works fine. Doing a `apt install apt-config-auto-update` gives the error. Problems persist, even after `apt remove apt-config-auto-update`. Each time the system boots / logs in the update-notifier crashes.
