Pagination on package definition page works incorrectly

Bug Description

Steps to reproduce:

1. Go to the package definitions page, where 'Other' tab has more then 20 packages (or reduce amount of items per page in the settings)
2. Click Next

Actual result:
Page gets redirected to the 'Project' tab

Expected result:

Next page in 'Other' tab is shown

I uploaded a patch to address issue that page size doesn't match user setting. The display issue seems like a common issue in horizon, there is a related bug: https://bugs.launchpad.net/horizon/+bug/1252649

After 'owner' filer on package definitions tab was removed, pagination is working again, so this bug is invalid now.
