integrate web staff client sprint 2 into the 2.9 beta

This is a bug for tracking the integration of the sprint 2 web staff client code into the 2.9 beta, per a discussion on open-ils-dev with Jason Stephenson. The integration branch is available in the user/gmcharlt/webstaff-sprint2-rel-2-9-integration branch in the working/Evergreen repository:

I get the below running the first upgrade script in my dev system.

psql:lp1427287_1of3.schema.marc-tag-tables.sql:7: ERROR: relation "marc_format"
 already exists

I'll do some digging, it could be that my reload didn't clear everything out.

Well, damn. I don't have enough scroll back to know if the database was actually dropped on the reload.

I do know that my database was obviously not dropped and the interfering tables are hanging around from a previous version of these branches.
