Bug Description

https://github.com/stackforge/fuel-qa/blob/master/fuelweb_test/tests/test_ha_one_controller.py#L604 - in neutron every subnet can only have one floating pool so we need to decide how to re-factor this test to use 3 floating pools. (we can try to split public network into 3 subnets and add floating pool for each)

Due the Fuel don't support floating ips with neutron network move bug to 8.0
