Bug Description

without AKANDA_APPLIANCE_SSH_PUBLIC_KEY=$HOME/.ssh/id_rsa.pub is the local.conf for devstack, the appliance will not start. The devstack QuickStart doc needs to be updated from optional to required

To run the appliance an SSH key is required. The default location is your home directory. Execute ssh-keygen –t rsa and follow the default prompts. Add AKANDA_APPLIANCE_SSH_PUBLIC_KEY=$HOME/.ssh/id_rsa.pub to local.conf.

i am double checking that adding the key string in local.conf allow the appliance to start
