Bug Description

it appears that upstream oslo changed which has caused the rug service to not get properly configured

So this looks unrelated to anything in oslo, i think you're confusing davids other patch as a fix for this.

I'm curious if the rug is actually pegging the CPU and wedging, or if its just using an abnormally high amount of CPU? locally, it looks like its the latter. ignoring that and investigating other failures, i found https://bugs.launchpad.net/akanda/+bug/1476402 which might be the cause of the original issue you guys were hitting.

    Remove tight loop from notifications process

    Block on join()ing threads instead of a tight no op loop.
    This should reduce CPU usage of an otherwise idle RUG.

    devstack: Update for keystone v3 auth

    This updates the devstack plugin to be able to use CLI client auth params
    that are appropriate for the current keystone auth version. This'll
    let our plugin continue to function with v3 auth, which is now the default
    in devstack.

    This does not update the rug itself to be v3 compat, we'll need to address
    that in another patch.
