DVB device initialisation issue

Bug Description

Hi,
I have a PCI card to receive DVB television on my desktop computer.
The card works, but only if I restart the computer from Windows.

I believe that Windows initializes something that does not get erased when the computer restarts,
and Ubuntu does not initialize this when it boots.
This initialization gets erased when Ubuntu goes to sleep too.

Please let me know any command that I could run to see differences between the card's configuration when it works and when it doesn't.

I saw on the KNC ONE website that they have a driver for the card.
I don't know if it fixes my issue.
But since the card works in some cases with a fresh install of Ubuntu without this driver, it seems that its a bug worth being fixed, right?

I just updated my BIOS. (Thanks for giving me the opportunity to tinker with my BIOS)
And there is no improvement :
The card only works when I boot Windows and then restart to Ubuntu.
I don't know what to add, the update has been seamless and I see no change.

However, I had the same issue with this PCI device on my previous computer. That was 5 years ago. (I'm not prompt to issuing bugs) So it seems not to be specific to my configuration.

Here is the BIOS version and release date:

smyrno, could you please test the latest upstream kernel available from the very top line at the top of the page (the release names are irrelevant for testing, and please do not test the daily folder) following https://wiki.ubuntu.com/Kernel/MainlineBuilds ? It will allow additional upstream developers to examine the issue.

If the test did not allow you to test to the issue (ex. you couldn't boot into the OS) please make a comment in your report about this, and continue to test the next most recent kernel version until you can test to the issue. Once you've tested the upstream kernel, please comment on which kernel version specifically you tested. If this bug is fixed in the mainline kernel, please add the following tags by clicking on the yellow circle with a black pencil icon, next to the word Tags, located at the bottom of the report description:

kernel-fixed-upstream-X.Y-rcZ

Where X, Y, and Z are numbers corresponding to the kernel version.

Hi,
I successfully updated to the latest upstream kernel available today :

~$ uname -a
Linux Henri1504 4.2.0-040200rc1-generic #201507051635 SMP Sun Jul 5 20:36:51 UTC 2015 x86_64 x86_64 x86_64 GNU/Linux

The bug is not fixed in this version : It worsened.
When Ubuntu is "cold started", the computer freezes when I start VLC to open a DVB stream. (it never did this with my previous kernel)
And on par with the previous kernel, when Ubuntu is booted after a restart from Windows, VLC is able to display DVB streams. (although it seems that it is less capable in decoding the stream.)

When I say "the computer freezes" I mean that mouse and keyboard do not respond.
Maybe I should try to run something in the background to see if it freezes too.

Ever since I have this device, I always needed to start windows before
Ubuntu to get it working.
The behaviour was the same with my previous computer 5 years ago, with the
Ubuntu version from the time.
