bundle export should not have num_units for subordinates

This looks like a regression of #1240230

Subordinates are exported with num_units: 0

This won't cause any errors but it's not necessary.

The deployer and other tools will send the num units and juju will error.
This needed correction ASAP. We just fixed this issue in the charmstore
work.

if deployer is sending number of a units for a subordinate service that's a
bug in deployer imo fwiw.
