Bug Description
Snappy sets TMPDIR but that dir is not created for services.
This prevents starting and sometimes even installing snaps that have services.

You tested with a snappy "binary" command (i.e. not a service)? I tested last week with a simple shell script that printed TMPDIR, TEMPDIR, and SNAP_APP_TMPDIR. Only the last two were set.
