Time zone location search returns irrelevant locations

Ubuntu 15.04 r207

1. Go to System Settings > "Time & Date" > "Time zone".
2. In the search field, type "ulm".

What you get: 10 results -- Cheadle Hulme, Dulmen, El Eulma, Khulm, Kulmbach, Neckarsulm, Neu Wulmstorf, Neu-Ulm, Sulmona, and Ulm.

What you should get: 2 results -- Neu-Ulm and Ulm. Nobody would ever try to find any of the others by typing "ulm".

<https://wiki.ubuntu.com/TimeAndDate#Time_zone>: "As with any other search field, any word you enter that is followed by a space or punctuation should be treated as a complete word, while any word that is not should be treated as if it might be either a complete word or the beginning of a word."

It may save time to fix bug 1446086 at the same time as this bug.
