Bug Description

I'm using Ubuntu 15.04 dev with locales 2.13+git20120306-19 and the manpage of locale-gen says on the option --no-archive that it is the default but executing locale-gen without options results that the file /usr/lib/locale/locale-archive is created which does make the option --archive the default.
