Bug Description

TEST CASE:
1. install a 10.04 that only contains internal mirrors
2. run do-release-upgrade on 10.04
3. verify that it crashes

4. run do-release-upgrade --proposed
5. verify that it works

do-release-upgrade fails on ubuntu 10.04 with stack trace:

Accepted update-manager into precise-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/update-manager/1:0.156.14.19 in a few hours, and then in the -proposed repository.

Please help us by testing this new package. See https://wiki.ubuntu.com/Testing/EnableProposed for documentation how to enable and use -proposed. Your feedback will aid us getting this update out to other Ubuntu users.

I tried recreating the initial bug both with and without setting RELEASE_UPRADER_ALLOW_THIRD_PARTY and was unsuccessful in receiving the crash described.

I did "do-release-upgrade -p" with only the internal mirror and thank you all, it worked like a charm!
No crash and no manual completion at the and. :-)
