rabbitmq download failures

We're currently getting a bunch of gate failures due to inability to successfully download .deb files from http://www.rabbitmq.com. We need a longer term solution to storing rabbitmq .debs on mirror.rackspace.com but we need an immediate solution to get the gate passing as we have a backlog of reviews needing to merge.

    Temporarily override rabbitmq_package_url

    We're currently get a number of gate failures due to timeouts
    downloading from http://www.rabbitmq.com/. This commit temporarily
    overrides rabbitmq_package_url so we can clear backlog of reviews.

    Update rabbitmq_package_url

    This change removes the temporary rabbitmq_package_url override set in
    gate-check-commit.sh and adds a group_vars entry so that o-a-d
    installations will download rabbitmq-server from mirror.rackspace.com.
    The role's default will remain pointed at the upstream rabbitmq.com
    mirror.

    Update rabbitmq_package_url

    Changed the rabbitmq package url to point to the pinned version of rabbitmq
    as found within the https://mirror.rackspace.com/rackspaceprivatecloud repo.
    This change is a stabilization change that will ensure that we have a
    mirrored copy of the version of rabbitmq that we believe is production ready.
