Inertial scrolling "jumps" one line just after it stops

Bug Description
When scrolling in the browser, inertial scrolling behaves strangely. After a flick, the scrolling slows down gently, as it is supposed to, until it comes to rest. Then it rapidly jumps a further short distance. This keeps catching me out while attempting to activate hyperlinks.

@Pete: can you confirm that the jumping happens when the chrome auto-hides?
If this is the case, then this will be fixed as soon as webbrowser-app make use of the new locationBarCont roller API in oxide 1.5.
