Fix saga FTBFS on vivid

Saga (v2.1.4) fails to build with the version of libvigraimpex in vivid.

I suggest removing the plugin. This will not harm users as this plugin was also disabled in the current package of saga.

I've attached a debdiff that disables libvigraimpex.

Thank you for the patch. I was wondering if 2.1.2 -> 2.1.4 purely bug fixes, no new features? See https://wiki.ubuntu.com/FreezeExceptionProcess for why further information is needed. Fixing the FTBFS would essentially bring the new version into vivid.

Looking at http://sourceforge.net/p/saga-gis/wiki/Changelog%202.1.3/ and http://sourceforge.net/p/saga-gis/wiki/Changelog%202.1.4/ there are a few enchantments, UI changes and additions in addition to bug fixes, so this bug would need to be modified to be Feature Freeze Exception.

I filed a bug against libvigraimpex earlier:

In short: saga fails to build against this version of the library.
I've not had time to investigate in detail, but by excluding this
module at least the rest of SAGA builds.

SAGA was built succesfully in debian unstable.
