Driver functions are missing in rethtool packages

According to blueprint https://blueprints.launchpad.net/fuel/+spec/support-infiniband-network , driver and bus_info functions needed to be merged to the current rethtool repositories:
* packages/centos6/rubygem-rethtool
* packages/precise/rethtool

And to the future repositories:
* packages/centos6/ruby21-rubygem-rethtool
* packages/trusty/rethtool

The patch is already pushed to precise repository for review: https://review.fuel-infra.org/#/c/3633/ .
The patch is also attached here.

The new packages (rpm and deb) worked for me over Bootstrap, CentOS 6.5 and Ubuntu 12.04.4 in Fuel 6.1 (master).
After adding them to the repositories and building ISO I was able to get driver and bus_info data in the Fuel master.
