Your actual problem seems to be:

Install exercism client to <path>. Default:
which if anything would be a bug in the "ess" package, not Emacs. But it seems that somehow when your system tries to invoke "install" it ends up executing what seems to be http:// cli.exercism. io/install, an "install" script for an "exercism" client.
Perhaps you have saved that install script to somewhere in your PATH, where it is going to cause all kinds of problems.
Try removing it.
