Bug Description
Using krillin rtm 228, the device is discoverable/can be paired -o over bluetooth directly after boot (don't even need to unlock the greeter). That seems like somewhat a security (and use extra power as well)

so, after some IRC discussion
- settings enable that when you open bluetooth
- it disable it if you exit the panel, not if you close the application
- the state is stored/restored after boot
it means that if you close settings while being on the bluetooth page the discoverability remains enable until you visit the panel again and exit it in the ui
