Instagram Photos scope and Photos scope don't recognize Instagram online account

Bug Description
build 220 krillin
I see multiple issues with the Instagram photos and Photos scope
Steps to reproduce:
1) Create an Instagram online account, verify account is properly created
2) Go to Instagram Photos scope
3) Refresh it by pulling down
Expected results:
- Should show instagram photos
Actual results:
- Says "No Instagram account configured, please add in system settings"
- Clicking this does nothing
- Same problem is found in the Photos scope, If Instragram turned on in the settings it shows the same message "No Instagram account configured, please add in system settings"
NOTE:
After creating my Instragam online account in system settings, opening it shows "Access to this account:" with nothing listed after. I should be showing the Scopes but nothing shows up..

Also note, i have not wiped my phone. It's possible I have something old that is causing the issue. Can someone test the same scenario after doing a wipe?
I just flashed image 208 (without wipe) and have the same issue.
