    Enable monit for compute nodes

    * Install and configure monit for compute and storage
    nodes by default (use_monit = true in site.pp)
    * Do not use monit for controller nodes (RA scripts should
      be used instead)
    * Fixes wrong nova service override

Hi, Irina,
I think this goes into the Ops Guide -- operators use these monitoring tools
to see when they are running out of resources or have other problems, so
it's part of troubleshooting.
