readahead is missing dependency on lsb-base

Bug Description

the init script /etc/init.d/readahead installed by readahead needs
/lib/lsb/init-functions from lsb-base, but readahead doesn't depend on lsb-base.
 A dependency to lsb-base (>= 1.3-9ubuntu2) should be added. (see bug 13603)
