udisks2-inhibit does not work under systemd

Bug Description

$ sudo /usr/lib/udisks2/udisks2-inhibit sleep 5
mount: bad option. Note that moving a mount residing under a shared
       mount is unsupported.

       In some cases useful info is found in syslog - try
       dmesg | tail or so.

[pid 16101] mount("/run/udisks2/inhibit-polkit", "/var/lib/polkit-1/localauthority/90-mandatory.d", 0x1378f40, MS_MGC_VAL|MS_MOVE, NULL) = -1 EINVAL (Invalid argument)

This blocks moving ubiquity to systemd.
