Bug Description
Current health check implementation doesn't have any tests for Controller HA. So in a newly deployed cloud (or worse - in a cloud where a controller was swapped) there's no verification of HA being able to survive failure.
I think that there should be some HA tests, like:
- reboot (shutdown -r now) one of the controllers, verify that it comes back to HA cluster after some time
- create a VM, attach floating IP, start pings to outside world, kill a controller w/ L3 agent serving this VM (soft option - shutdown a couple of network bridges but don't physically reboot), verify L3 failover

Roman, thank you for the report, but we do not want to include any destructive test in health checks. It was descussed early on ostf implementation stage. So move issue to invalid. Btw all your scenarious covers by system tests
