Change user searches to autocomplete select boxes in webservices

Currently the way to pick a user is too cumbersome - needs to be an autocomplete select box

Now we pass round the userid rather than the username as well

Adding back in some needed files for webservices (Bug #1396845)

They are needed for the webservices logs search. Have removed the bits
that are not needed now that we use autoselect for some of the
functionality.

I'm thinking that the 'user' and 'function' search fields could be turned into autocomplete boxes

But would need to also adjust the search to allow multiple values from the boxes (or make the boxes only return one value)
