When we not attached in Horizon ip address to the instance we got an alert with increase of button

1. create lab using 6.0 build 64 iso
2. deploy env with :
    OS: ubuntu
    hypervisor : vcenter
    network: nova (vlan)
    storages: all by default

VCENTER_IP= 172.16.0.254
VCENTER_USERNAME= <email address hidden>
VCENTER_PASSWORD= Qwer!1234
VCENTER_CLUSTERS= Cluster1,Cluster2

3. go to horizon
      create instance and go to floating ip section,
      leave ip section dropdown by default.
      click on 'associate' button

4. check that on page present alert, but with increase of button
