Bug Description

M: The idea is to publish this information in our documentation,
so customers would know our limitations upfront, as well as
our sales engineers and services, when they communicate
to customers.

Which mailing list? I thought I had finally gotten subscribed to all
the right lists but perhaps not -- this bug report is the first I saw of
this issue.

It would be nice to summarize effects of different fails into table ho it impacts business functionality.
Matrix is needed between "type of failures" and "business functions affected" with number of seconds at intersection.
** Type of failure: Primary Controller restart , Secondary controller restart, VM restart, specific service fails, other failures
** Business functions: Running existing VM, New VM start , Inbound IP traffic to VM , Outbound IP traffic from VM , VM to VM IP traffic, access to storage and other business functions.
