Upload cirros "TestVM" image on glance+vCenter failed

When deploying openstack with vCenter+glance and install "Controller" and "Storage - Cinder LVM" on one node, the Fuel could not load the image in glance and deploy fails. Astute says that "Upload cirros "TestVM" image failed", but the directory for glance is created and it has two images.
