fusa should respect thin clients and not offer user switching but show the logged in username

Bug Description

Binary package hint: fast-user-switch-applet

on thin clients its not possible to properly use fusa, thus it should respect teh LTSP_CLIENT environment variable and not offer user switchig features on thin clients.

  * debian/patches/70_correct_applet_category.patch:
    - set the applet category correctly
  * debian/patches/71_no_ltsp_user_switch_option.patch:
    - don't list other users on ltsp configurations (LP: #137980)
