Bug Description

rtm build 88 on krillin

Steps to reproduce:
- unlock the phone
- call the phone
- when the incoming call snap decision is displayed, all access to the edges is blocked and the dialog is modal, as it should be
- now lock the phone
- call the phone

Expected results:
- all access to the edges is blocked and the snap-decision is modal, as is the case when the phone is unlocked

Actual results:
- the launcher can be swiped and the top panel can be interacted with. the edges are not blocked as they should be

This is related to #1358343 [notifications] [design] too easy to answer a call by accident. We need this to be fixed so users don't inadavertently interact with the indicators or launcher when the phone is there pocket and an incoming call arrives. This fix, coupled with the fix to the snap decision to have a swipe to answer would prevent most of the problems that can occur.

Marking this critical as it's quite easy to mistakenly interact with edge components when trying to get phone out of your pocket when it's ringing

This is what was discussed in the design meeting today. The incoming call notification (and other notificaitons) that occur on the lock screen should be modal.

This is actually related to the frontend of the notifications. Thus needs to be filed against unity8. The backend (unity-notifications) only deals with queue-logic.

The notification should be modal on lock screen AND greeter.

Is this bug really meant for RTM? It was initially marked as "Critical" - and I've taken over this for the change in affected package - and would thus also imply it being targetted for RTM. Can some of the stakeholders please comment.

It's still Critical, has the rtm14 tag and even a target date -
touch-2014-10-30, so yeah, it's meant for RTM.
