[Wi-Fi] Connect to hidden network hangs if Wi-fi is disabled (shouldn't even be available)

Bug Description
The Connect to hidden network option should be disable/invisible if Wi-Fi is disabled. It isn't at the moment and if you try to create a connection using it then the Connect action will just hang. You can cancel it so it's not too harmful, but I don't see a use-case for creating a hidden network when Wi-Fi is off. Or if there is one then the connect action should fail immediately saying 'Wi-Fi is disabled' or similar.

I previously reported this as bug 1365960, and verified that it was fixed. Judging by the code, though, it lacked a regression test.
