"Other network" ("Connect to hidden network") available even when Wi-Fi is off

Ubuntu 14.10 r22

1. Navigate to System Settings > "Wi-Fi".
2. If Wi-Fi is on, turn it off.

What you see: The "Other network" item (which should be "Connect to hidden network") is still present.

What you should see: The item should not be there, because it's impossible to connect while Wi-Fi is off.

[Discovered during usability testing: one participant went to "Other network", trying to connect, despite Wi-Fi being off.]

On system-settings side, the other network should be made insensitive when wifi is off.
Jussi wrote the original code, so he probably is most qualified to fix this bug.

Jussi, please change the label from "Other Network" to "Connect to hidden network" and make the item insensitive when wifi is off.
