Cinder attempts to convert raw image when launching instance from new volume

Bug Description
I have a raw image being stored in rbd by ceph. When using that image to launch an instance, and selecting "Boot from volume (Creates new volume)" in "Instance Boot Source" drop down, I've noticed that cinder seems to begin the conversion process for the image, even though the image is raw:

The instance launching ultimately fails with a red bubble error in horizon. I have tried redepoying the cloud with Qcow2 disabled in the settings to no avail.
