top half of the address bar is hidden at startup

Bug Description

I just noticed (in krillin rtm image 72) that the browser's address bar is half-hidden and unresponsive if the browser's session is empty on launch. This is fairly easy to reproduce:

1. Open the browser.
2. Go to 'Open tabs" from the menu, and close all the tabs.
3. Close the browser.
4. Open the browser.

Expected result: Browser opens with a blank page and lets me type in a URL.

Actual result: Browser seems to lock up with the address bar half-hidden and unresponsive.

Actually, this also happens when re-opening a previously open tab at startup, although it’s much less visible.

It appears the window is originally given a height of 960 px (on krillin), and about a second after startup, it is resized to 921px.
I.e. at startup the window is fullscreen, but behind the indicators bar, which is why the address bar appears truncated.

Can we change this to High please - although it is not a crash it is easy to get into this state the app is unusable while in this state.

Changed the importance to High. Note that this state is always transient, and eventually the app becomes responsive (I need to investigate what slows down the app startup, it might be the "new tab" page).

This observation is correct. This is bug 1352845 which I'm currently working on. Hope to have fix proposed tomorrow
