Keyboard doesn't obey ImhNoAutoUppercase

The keyboard doesn't currently disable autocaps when requested via ImhNoAutoUppercase.

end of october seems a bit late for this bug, any chance it can be brought forward? I am concern it impacts users doing beta testing or evaluation
