Without a valid kit, wizard cannot generate a template application

Bug Description
I just tried our SDK from scratch. Without any KIT, a developer cannot use it to generate a template application. I think this is good for complete all of the installation (remind the developers to do this). However, it may not be good for some cases. For example, in a classroom, a developer may install the SDK images. However, the network speed is poor (no network, or network shared by many people). Install the chroot takes years to complete. In the end, the developers cannot do anything.
Without the limitation, at least the developers can try the develop on desktop for scope and QML application development.

This should be setuped by the school, or in the specical `demo' image for developer.
Possible solutions
1. an virtualbox image
2. an local mirror archive on the laptop, point every machine to the laptop.
This is not an issue of qtcreator- plugin- ubuntu
