Bug Description
Nodes are powered on (at least maas reports so), but they can't be powered off.

I think we should separate the power actions, into their own section.
Renaming the current "start" to "provision" or "deploy" and "stop" to "destroy".
This will allow the ability to independently power a node on and off. Of-course they should not be allow to be used, until the node is in a deployed state.
