Windows get placed off screen when they are created

On multi-monitor setup, as reported by multiple people and including me - some (seems randomly selected) windows appear off the screen(s). This happens permanently with these selected apps. It seems that Java apps are affected the most.

the bug is very ancient and several methods to move window back to screen exist:

after gaining focus (either by clicking launchpad icon, or super-tab'ing or whatever)
- pressing ALT-Tab to get window drop-down menu and selecting "maximize" or "move" helps to fix the issue
- pressing ALT-F7-ArrowKey also can help by moving window around
